Investment support

Investment incentives

Türkiye rebuilt its investment incentive system in 2025. We check what your project qualifies for, estimate the real tax effect for your group and handle the certificate from application to completion visa.

Who needs it

  • Manufacturers planning a new plant or an expansion in Türkiye
  • Investors who will buy or import machinery, equipment and software for a Turkish project
  • Very large projects that may qualify for project-based support
  • Groups considering Türkiye for a regional service centre
  • Groups with consolidated revenue above €750 million that need to see the incentive after the global minimum tax

What we do

  • Eligibility review: programme, region, sector and minimum investment rules for your project
  • Estimate of the tax effect, including the 10% domestic minimum corporate tax and, for large groups, the 15% global minimum tax
  • Preparation of the certificate application on E-TUYS, the electronic incentive system
  • Follow-up of the application and of later revisions to the certificate
  • Use of the VAT and customs exemptions on qualifying purchases, reflected in your books
  • The reduced corporate tax rate applied in your provisional and annual corporate tax returns
  • The completion visa file when the investment is finished; where a sworn financial adviser (YMM) report is required, a YMM you engage prepares it

How the 2025 system is built

Since 30 May 2025, investment incentives are governed by Presidential Decision No. 9903 on State Aid in Investments. It replaced the 2012 system. Applications follow Communiqué 2025/1 and are filed on E-TUYS, the electronic incentive system of the Ministry of Industry and Technology. The decision has three layers:

  • Türkiye Century Development Initiative (Türkiye Yüzyılı Kalkınma Hamlesi), with three programmes: the Technology Initiative, the Local Development Initiative and the Strategic Initiative.
  • Sectoral support for Priority and Target investments.
  • Regional support across six regions, mainly employer social security premium support, with additional premium support in region 6.

A minimum fixed investment amount applies. It is higher in regions 1 and 2 and is revalued every year, so we confirm the current figure for your project. Until 31 December 2026, two groups are treated as region 6: investments in listed earthquake-affected districts, and manufacturing investments in organised industrial zones and industrial zones of the former attraction-centre provinces.

What a certificate can give you

Depending on the programme and region, a certificate can bring a customs duty exemption on imported machinery, a VAT exemption on machinery and software, a reduced corporate tax rate, interest or profit-share support, machinery support and land allocation.

The reduced corporate tax rate is easy to misread, so here is how it works. The tax saving is capped at a contribution amount, a percentage of the eligible investment set by the programme. Until that cap is used up, corporate tax is charged at a rate reduced by 60%, for at most ten accounting periods. The reduced rate also works alongside the 10% domestic minimum corporate tax, which new companies do not pay for their first three accounting periods. We include both in the review.

Large groups: incentives and the 15% global minimum tax

If your group’s consolidated revenue exceeded €750 million in at least two of the four preceding years, Türkiye’s global minimum tax rules apply. A reduced rate under a certificate, and from 2027 the 12.5% manufacturing rate, can bring the Turkish effective tax rate below 15%. In that case Türkiye collects the top-up first, through its own domestic top-up tax. The OECD’s Side-by-Side package of 5 January 2026 includes a safe harbour for substance-based incentives, but we have not seen Turkish legislation adopting it as of 16 October 2026.

For a large group, the real value of an incentive is what remains after this test. Related notification forms: global minimum tax notification and CbCR notification. Background: global minimum tax for Chinese and Hong Kong groups.

Other measures to know in 2026

  • 12.5% manufacturing rate. From 2027, manufacturing profits of companies holding an industrial registry certificate are taxed at 12.5%. These profits cannot also use the 5-point export reduction.
  • Qualified service centres. Under Law 7582, a Turkish capital company that serves related group companies active in at least three countries, and earns at least 80% of its annual revenue from related companies abroad, can deduct 95% of the foreign earnings from these services for 20 accounting periods. The earnings must be brought to Türkiye by the annual return deadline. The Ministry of Industry and Technology still has to set the detailed procedures; we had not seen them in the Official Gazette by 16 October 2026. See Türkiye as a regional hub.
  • Project-based support for very large projects, now also open to Turkish subsidiaries wholly owned by the foreign investor (see the questions below).

More detail for factory investors: investment incentives in 2026 for manufacturers. If you do not have a Turkish company yet, start with company formation; the certificate is then reflected in your bookkeeping and tax returns.

How it works

  1. 01

    First conversation

You describe the project by WeChat, e-mail or a call. We tell you which parts of the system may apply.

  2. 02

    Eligibility review

We check programme, region and sector rules, estimate the tax effect for your group and quote a fee for the project.

  3. 03

    Application

We prepare the application on E-TUYS with you and follow it until the Ministry decides.

  4. 04

    Using the certificate

We apply the VAT and customs exemptions to qualifying purchases and the reduced rate in your corporate tax returns.

  5. 05

    Completion visa

When the investment is finished, we prepare the completion visa file that closes the certificate. Where the Ministry asks for a sworn financial adviser (YMM) report, that is separate work: you engage a YMM and pay the YMM's fee separately, and we can recommend one.

What you provide

  • Project outline: activity or product, location, capacity and timetable
  • Investment budget: buildings, machinery and equipment (imported and domestic), software
  • Expected number of employees
  • Company documents, or your formation plan if the Turkish company does not exist yet
  • Group structure and consolidated revenue for the last four years

Frequently asked questions

How much corporate tax can a certificate save?

The saving is capped by the contribution rate of your programme: 50% of the eligible investment for the Technology and Local Development Initiatives, 40% for the Strategic Initiative, 30% for Priority and 20% for Target investments. Until the cap is used up, corporate tax is charged at a rate reduced by 60% (10% instead of the general 25%), for at most ten accounting periods. The actual saving depends on your profits in those years.

We already hold a certificate issued before 2025. Does anything change?

Certificates issued under the 2012 system and the 2018 attraction-centres decision continue under the rules they were issued under. The 60% reduction for up to ten periods applies to certificates issued after Law 7555 was published on 24 July 2025; applications filed before 16 June 2025 and not rejected stay outside it.

Our group's revenue is above €750 million. Is an incentive still worth it?

Possibly, but the benefit can be smaller than the headline. A reduced rate can bring your Turkish effective tax rate below 15%, and Türkiye can then collect the difference through its domestic top-up tax. We calculate both effects in the eligibility review. For the notification forms, see our global minimum tax notification and CbCR notification services; top-up tax returns are quoted separately.

Is there a separate route for very large projects?

Yes. Under the project-based support system, the Minister may sign a private-law investment contract with a foreign investor for a completely new project of at least TRY 5 billion. Since Decision 11572 (Official Gazette, 9 August 2026), a Turkish subsidiary 100% owned by such investors can also be the party. These projects carry their own conditions, such as an annual activity report for five years after the completion visa.

How is your fee set?

Incentive projects differ widely, so we quote a fee for each project after the eligibility review. Incentive work is not part of the Basic or Professional package. A sworn financial adviser (YMM) report is not part of our fee either: where one is required, you contract a YMM directly and pay the YMM's fee separately. As part of our consulting, we can recommend a YMM.
