Official tax notices

e-Notification (e-Tebligat) application

The tax administration serves official documents on companies electronically, through e-Tebligat. We register your company on time and explain how the inbox works — included in the Professional package, an add-on for everyone else.

Who needs it

  • New companies: registration within 15 days after the start-of-business date (companies registered after 11 October 2026)
  • Existing companies that are not yet in the system: the deadline is 30 November 2026
  • Basic package clients and companies outside our packages — the application is already included in the Professional package
  • Companies whose legal representative lives outside Türkiye and will act through a power of attorney

What we do

  • Checking whether your company is already registered and which deadline applies
  • Preparing the application (Elektronik Tebligat Sistemine Dâhil Olma Talep Bildirimi) and filing it online or at the tax office
  • Drafting the power of attorney with the specific e-Tebligat authority the communiqué requires
  • Receiving the sealed envelope with the Digital Tax Office user code and password at the tax office, under your power of attorney, and passing it to you securely
  • Setting up the optional SMS and e-mail alerts for the contacts you choose
  • A walk-through of the inbox and of the five-day rule

What e-Tebligat is

e-Tebligat is how the Turkish tax administration formally serves documents. Any document that has to be served under the Tax Procedure Law can be signed electronically and delivered into your company’s e-Tebligat inbox, inside the Digital Tax Office. The inbox can also be reached through e-Devlet, Türkiye’s e-government gateway.

The rules were renewed in 2026. Law No. 7587 (Resmî Gazete, 1 July 2026, No. 33297) rewrote article 107/A of the Tax Procedure Law, and General Communiqué No. 596 (Resmî Gazete, 11 October 2026, No. 33397) repealed the earlier Communiqué No. 456. The tax office may still use the other methods of service in the Law, but for a company the inbox is the channel to watch.

The five-day rule

A document counts as served at the end of the fifth day after it reaches the system. Nobody has to open it, and no e-mail has to arrive: SMS and e-mail alerts are optional, and a failed alert changes nothing.

For an owner in Shenzhen or Hong Kong, this is the practical risk. Time limits that run from service start whether or not anyone in the company has seen the notice. One example: under article 376 of the Tax Procedure Law, a special irregularity penalty is reduced by half if the company applies to the tax office within 30 days of the penalty notice being served, pays on time and does not go to court. An unread inbox shortens that window without anyone noticing.

Deadlines and who may apply

Which deadline applies depends on when the company became a taxpayer: newly registered companies have 15 days from the start of business, existing companies that never joined have until 30 November 2026. Companies that joined the system before 1 July 2026 do not apply again; their user code and password stay valid. The Professional package includes the application, so for a new company it is handled together with formation. The 30 November date is also in our year-end deadlines overview.

The application is made by the company’s legal representative or by a person holding a notarised power of attorney that gives specific authority for e-Tebligat procedures. The power of attorney must name this authority expressly, so we draft the wording for you before it goes to a notary — once, rather than twice.

How we follow up

Registration is only the first step; the inbox then has to be read. For companies whose books we keep under our bookkeeping and tax filing service, and whose inbox we can access, our in-house software checks the e-Tebligat inbox regularly. When something arrives, we tell you what it is, what it means for the company and what has to be done.

The application is included in the Professional package. Basic clients and other companies can order it as an add-on. If you only need a new user code and password, see Digital Tax Office access.

How it works

  1. 01

    Status check

We check whether the company is already registered. Companies that joined before 1 July 2026 keep their existing user code and password and do not apply again.

  2. 02

    Authority

The legal representative applies in person, or signs a notarised power of attorney with specific authority for e-Tebligat procedures.

  3. 03

    Application

The application is made online through the Digital Tax Office, where activation is completed by e-mail or SMS verification, or at the tax office with the application form.

  4. 04

    Access

At the tax office, a sealed envelope with the Digital Tax Office user code and password is produced at the time of application and handed over against a signed delivery record.

  5. 05

    Alerts and follow-up

We set up the optional alerts and show you where notices arrive, how to read them and how the deadlines are counted.

What you provide

  • The company's tax number and trade registry details (if we keep your books, we already have them)
  • Identity details of the legal representative (for a Ltd. Şti., its manager)
  • A notarised power of attorney with specific authority for e-Tebligat procedures, if the legal representative will not apply in person (signed in mainland China or Hong Kong: apostille, then sworn translation and notarisation in Türkiye)
  • A mobile number and an e-mail address for verification and alerts

Frequently asked questions

Is e-Tebligat optional for a company?

No. Corporate taxpayers must join the system and use it (Communiqué No. 596, article 5). Others outside the mandatory groups may join voluntarily.

Will the tax office e-mail us the documents?

No. Documents are served into the e-Tebligat inbox in the Digital Tax Office, which can also be reached through e-Devlet. You can ask for SMS or e-mail alerts, but if an alert fails for any reason, the notice is still validly served and the time limits are unchanged.

When does a notice count as received?

At the end of the fifth day after it reaches the system, whether or not anyone has opened it.

Our company was set up before 2026. Do we need to apply?

If it joined the system before 1 July 2026, it keeps its user code and password and does not apply again. If it never joined, the deadline is 30 November 2026.

What happens if we do not register?

Not complying with the e-Tebligat obligation is penalised as a special irregularity. For 2026 the penalty for a company (a first-class merchant under the Tax Procedure Law) is TRY 12,000.

Do you watch the inbox for us?

For companies whose books we keep and whose inbox we can access, yes: our in-house software checks the e-Tebligat inbox regularly, and we tell you what has arrived, what it means and what needs to be done. You can write to us in Chinese or English.
