Electronic company seal

Financial seal application

The financial seal (mali mühür) is your company's electronic certificate for tax e-documents — the electronic equivalent of a company chop. We prepare the application with TÜBİTAK's Public Certification Centre (Kamu SM) and follow it until the card is delivered.

Who needs it

  • Companies keeping their journal and general ledger as an e-Ledger — mandatory for companies since 1 January 2025 — and signing it with a financial seal
  • Companies whose e-Invoices and e-Archive invoices are approved with their own seal rather than an integrator's
  • Companies whose three-year certificate is about to run out
  • Companies that have changed their trade name (a new certificate must be applied for within 15 days) or their authorised persons

What we do

  • Checking that the company and authorised-person details match the trade registry (MERSİS) records the certificate authority checks the application against
  • Preparing and submitting the financial seal application to Kamu SM in the company's name
  • Paying Kamu SM's certificate fee, which is included in our fee, and following the courier delivery
  • Advising who may receive the card, and drafting the power of attorney if someone other than the authorised person must receive it
  • Guidance on first use with your e-Ledger and, where needed, your e-Invoice set-up

What the seal does

Under the Revenue Administration’s e-document rules, an individual signs with an e-signature, while a company approves its electronic documents with its financial seal — an electronic certificate prepared by TÜBİTAK BİLGEM Kamu SM on behalf of the Revenue Administration. If you are used to company chops, the comparison is close: the seal stands for the company, not for the person holding it.

The seal comes as a card with a card reader. The certificate can also be used through a hardware security module (HSM); loading it onto one is done by Kamu SM or by those it authorises.

Why a new company should plan for one

Since 1 January 2025, every taxpayer keeping balance-sheet books must keep its journal and general ledger as an e-Ledger, and every trading company keeps balance-sheet books. The e-Ledger must be signed with a financial seal or an electronic signature.

The seal is also used for e-Invoices and e-Archive invoices when they are approved with your company’s own certificate. If we set up e-Invoice and e-Ledger for you, we time the seal application so that it does not hold up either one.

A manager with a Turkish identity number is required. To obtain a financial seal, the company must have a manager (müdür) who is a Turkish citizen, or a foreign national who holds a Turkish foreigner identity number (yabancı kimlik numarası, starting with 9), for example one issued with a residence permit. If none of the company’s managers meets this condition, it has to be arranged before the application.

Delivery when the director is abroad

Kamu SM checks the application against the company’s trade registry records, so the company’s details in those records must be correct and up to date before anything is submitted. We check them first.

Once the fee is paid, the certificate is produced and handed to a courier for the authorised person, or sent to a courier branch or PTT point. If your director is in mainland China or Hong Kong, one practical route is a notarised power of attorney for a person in Türkiye who can receive the card. We tell you exactly what the document must say before you sign it, so that it only has to be notarised and apostilled once.

Keeping the seal valid

Under the Revenue Administration’s rules, the seal must be used under the control of the authorised persons the company has declared. When those persons change, the new ones must be designated straight away. A change of trade name makes the existing certificate invalid, and a new one must be applied for within 15 days.

The standard certificate runs for three years. Renew it before it expires: an expired certificate can no longer sign the e-Ledger. Need a seal for an existing company? Contact us; you can write to us in Chinese or English.

How it works

  1. 01

    Check the records

We compare the company and authorised-person details with the trade registry records, because the certificate authority checks the application against them.

  2. 02

    Apply

We prepare and submit the application to Kamu SM in the company's name.

  3. 03

    Pay

Kamu SM's fee is included in our fee: we pay it, and Kamu SM produces the certificate as soon as it has been paid.

  4. 04

    Delivery

A courier brings the card and card reader to the authorised person, or the package is sent to a courier branch or PTT point for collection.

  5. 05

    First use

We help you put the seal to work for the e-Ledger and, where needed, for e-Invoices.

What you provide

  • Name, identity details and contact details of the company's authorised person for the seal
  • A manager (müdür) who is a Turkish citizen or a foreign national with a Turkish foreigner identity number: without one, a financial seal cannot be obtained
  • A delivery address in Türkiye for the courier
  • If the authorised person cannot receive the card: a delivery letter from a signatory on the company's signature circular, or a notarised power of attorney for the person who will (signed in mainland China or Hong Kong: apostille, then sworn translation and notarisation in Türkiye)

Frequently asked questions

What exactly is a financial seal?

An electronic certificate, prepared by TÜBİTAK BİLGEM Kamu SM on behalf of the Revenue Administration, that a company uses to approve its electronic tax documents. It comes on a card with a card reader. For a company, it does what an e-signature does for an individual.

What does Kamu SM charge?

Kamu SM's certificate fee is included in our USD 550, so you do not pay Kamu SM separately. For reference, in Kamu SM's tariff on 16 October 2026, a three-year financial seal certificate with card reader cost TRY 2,040 including VAT (TRY 1,700 plus VAT). Our USD 550 excludes VAT (no VAT for clients invoiced outside Türkiye; 20% VAT for clients in Türkiye).

Our director lives in China. Who receives the card?

The courier delivers to the company's authorised person. If that person cannot receive it, Kamu SM can hand it to someone the company's authorised signatory has appointed by a notarised full power of attorney, or to a person named in a delivery letter from one of the signatories on the company's signature circular, sent to Kamu SM by e-mail together with the circular. A power of attorney signed in mainland China or Hong Kong needs an apostille, followed by a sworn translation and notarisation in Türkiye.

Does the seal expire?

Yes. The standard Kamu SM product is a three-year certificate, so it has to be renewed before the end of its term. A change of trade name also makes the old certificate invalid: a new one must be applied for within 15 days. If the company's authorised persons change, the new ones must be designated straight away.

Do we need a seal if our e-Invoice integrator signs for us?

Perhaps not for invoices: the Revenue Administration's rules allow e-documents sent through a special integrator to be approved with the integrator's own seal. The e-Ledger is different — it must be signed with a financial seal or an electronic signature — so plan for one anyway.
